Why don't Australian Psychologists require a Phd to practice?

I have noticed to practice psychology in America one has to have a Phd while in Australia all you have to do is a 4 year degree in psychology and complete 2 years of supervised work experience and you can call yourself a psychologist.

Why does Australia have a lower standard for psychologists than America does?
